Announcing the Manhattan, Brooklyn, Bronx and Queens Solid Waste Advisory Boards’ (SWABs) Public Hearing on Title 33 , Extended Producer Responsibility included in Governor Hochul’s proposed Fiscal Year 2023 Executive Budget.

If enacted, Title 33 would have a profound impact on the waste collection, packaging and recycling infrastructure, as well as on consumers in both the State and the City of New York.

The all-SWAB Public Hearing will collect and record testimony of stakeholders affected by EPR, including, but not limited to: industry, municipal and private collection providers, consumer experts, environmental groups, recycling processors, members of academia and members of the public. We intend our hearing to focus specifically on the impact on these stakeholders in New York City.

We will send testimony recorded during the hearing to legislators in New York State.
